In their Notice in response to the Discussion held on 10 October 2000 on the University's on-line commitment accounting software system (CAPSA) and its implementation (Reporter, 2000-01, p. 202) the Council informed the Regent House that a review was to be undertaken of the CAPSA project and that this review would be published on completion. The Board of Scrutiny also planned to investigate the CAPSA project and report its findings and their implications to the Regent House. At the request of the Council the Audit Committee proposed a review strategy and terms of reference for the review. The Board of Scrutiny accepted the Audit Committee's recommendations for the conduct of a joint review (Reporter, 2000-01, p. 403). The Council consequently published a Notice on 31 May 2001 (Reporter, 2000-01, p. 754) to inform the Regent House that they had appointed Professor Anthony Finkelstein, Professor of Software Systems Engineering at University College London, and Professor Michael Shattock, Visiting Professor at the Centre for Higher Education Studies at the Institute of Education, University of London, and formerly Registrar at the University of Warwick, to undertake the review. Professor Finkelstein reported on the technical issues and Professor Shattock on issues relating to decision-making and governance.
The two reports which are published here were presented to the Audit Committee, the Board of Scrutiny, and the Council on 26 October 2001. The Council have agreed that a preliminary Discussion on these reports will be held on Tuesday, 27 November 2001.
